Shehu Sani on the use of force by a nation to suppress peaceful protests BUT dialogue with those who chose violence

According to Senator Shehu Sani,

''When a Nation uses force to suppress those who peacefully disagree with an official opinion or decision, but dialogues with those who chose the path of violence, it encourages the former to become the latter."

 That is, the former who tried the peaceful methods will eventually try violent means to get the attention of the government.
